Mail from yourhostingaccount.com bouncing

Over the past few days mail from a yourhostingaccount.com client to me has been been bouncing with this message:
SMTP error from remote mail server after RCPT TO:<zev@sero.name>:
host mx-caprica.zoneedit.com [166.88.18.34]: 550 5.7.1 Service
unavailable; Client host [65.254.253.197] blocked using psbl.surriel.com;

It looks like mail from this person is randomly distributed to a number of SMTP servers named
walmailout<nn>.yourhostingaccount.com, where <nn> is a number between 01 and 09, and only 02 is blocked, so only some of his messages bounce.

But PSBL says the IP was removed from its database on 20-Feb-2016 at 8:27am. And yet mail from that server is still bouncing four days later. How is this happening? Does zoneedit download a copy of the PSBL every week and not refresh it until next week, or what?
 
And it's still happening. How often does surriel.com update its PSBL database?
