O365 Encrypted Messages OTP not received?

I have a domain on zoneedit that wildcard forwards to a Gmail account.

I have a government agency using O365, and each time I interact with them and they send me email, they send me a "protected" message that I have to click on a link in the email to read the message. So the forward is definitely working (because I receive the notification that I've received a protected message).

However, when I click on the link, I'm prompted to sign on with a one-time passcode. I click on the link and am told that I have been sent a one-time passcode. But I never receive it. It's not in Google spam.
