None of my users can send email

Hello,
I manage IT for a local county. We use apps.rackspace.com as an email provider.

We are not abe to send email to anyone inside or outside of our domain. We're in a real emergency situation as our 911 notifications rely on email.

Here's the error every returned email provides:

5.7.26 550-5.7.26 This message does not pass authentication checks.
Destination server has blocked your message. Please fix your domain DNS
configuration, Thanks!. (ZD/67D1379) (in reply to end of DATA command)
We haven't had to touch our DNS settings in years.
Could someone help me figure out if our settings are broken and not allowing us to send emails? Thank you!

Hello. We see that you have made multiple changes to your SPF TXT record over the last couple of hours. Has this helped?
